In Salesforce Setup→Security Controls->Remote Site Settings, create an entry for JIRA, as shown below, specifying the base URL for your JIRA instance.
For Atlassian-hosted Jira (Jira Cloud), you will also need to create a Remote Site entry for zAgile’s ConnectApp using the following URL:
